NSP Action Plans, also known as Substantial Amendments, contain a description of a grantee’s intended use for NSP funds. The plans contain information on the following topics: the areas of greatest need for NSP funding, the distribution and use of funds, program definitions and descriptions, low-income targeting, public comment, and activity descriptions. Action Plans are submitted via the Disaster Recovery Grant Reporting (DRGR) System and reviewed and approved by HUD before posting.

This Homebuyer Assistance Policy and Procedure Manual must be adhered to for all SDHDA programs administered through the Rental Housing Development Department, including the current programs of HOME, Housing Opportunity Fund, Neighborhood Stabilization Program, and any future funding that may become available.

The objective of the Governor’s House Homebuyer Program is based on the needs identified by the South Dakota Housing Development Authority (SDHDA), SDHDA will provide gap financing for low-income homebuyers approved for financing the purchase of a Governor’s House. The available financing is for filling the gap between what the borrower can repay and the cost of the home.
