About the Program

The objective of the Workforce Housing Development Program (WHDP) will assist in expanding the supply of decent, safe, sanitary and affordable housing for the residents of South Dakota and thereby strengthen our South Dakota communities. The WHDP provides 0% construction financing for the development of new single family homes for resale. Homes constructed with WHDP financing may not exceed a $300,000 sales price, and homebuyers must have household incomes at or below 120% area median income (AMI).  See the WHDP Desk Guide and term sheet for additional program requirements and details.

Applications are reviewed on a first come, first served basis as defined in the WHDP Desk Guide. Applicants must submit applications through the application portal.  Instructions on how to access the portal can be found at Application Submission page. The minimum amount of WHDP funds that may be awarded to a project is $200,000 and the maximum amount is $1,000,000 and will not revolve. WHDP funds are limited to 80 percent of the total project cost.
