Notice of Hearing on Bond Issues - Tax-Exempt Single Family Mortgage Revenue Bonds
SOUTH DAKOTA HOUSING DEVELOPMENT AUTHORITY
NOTICE OF HEARING ON BOND ISSUES
The South Dakota Housing Development Authority (the “Authority”) will hold a public hearing at 8:30 a.m. on Monday, August 6, 2026, at the Authority Conference Room, 3060 East Elizabeth Street, Pierre, SD, for the purpose of taking public testimony regarding the proposed issuance of tax-exempt single family mortgage revenue bonds of the Authority, in one or more series, in an aggregate principal amount not to exceed $600,000,000 (six-hundred million dollars) as part of its plan for financing lower rate mortgage loans for eligible homebuyers in the state of South Dakota.
The bonds proposed to be issued pursuant to the plan described in this notice shall be issued pursuant to a plan of finance no later than 36 months of the date of issuance of the first series of bonds. Such bonds may refund outstanding mortgage revenue bonds of the Authority (or replace prepayments and excess revenues used for such purpose), be “new money” bonds utilizing a portion of the Authority’s federal volume cap allocation in connection with the Authority’s program of funding lower rate mortgage loans for eligible homebuyers, and/or fund down payment assistance and closing costs in connection with the program. Eligible mortgage lenders are invited to participate in the program.

Box 1237, Pierre, SD 57501-1237, or by calling 605-773-3181. Written comments regarding the bonds and the plan of finance may be submitted through 5 p.m. on August 5, 2026.
Notice is further given to individuals with disabilities that this hearing is being held in a physically accessible place. Please notify the Authority 48 hours before the public hearing if you have special needs for which the Authority will need to make arrangements.
A report of the hearing will be submitted to the Governor of the State, who will consider the proposed issuance of the Bonds for approval for purposes of Section 147(f) of the Internal Revenue Code of 1986, as amended, and Section 11-11-45, South Dakota Codified Laws.

Coordinated Entry Annual Meeting – September 23rd | 8:30am to 12pm | Capitol Lake Visitor’s Center
The South Dakota Coordinated Entry System partners will be meeting September 23rd, 2026, at the Capitol Lake Visitor’s Center in Pierre for their annual meeting. The Coordinated Entry System (CES) connects the homeless or those at risk of becoming homeless with available resources. CES consists of seven physical access points (service providers) and a toll free phone line. The CES process assesses the individual’s needs and connects them to the appropriate services. The purpose of CES is to ensure individuals are receiving appropriate services within a consistent streamlined approach.
Emergency Solutions Grant Annual Meeting – September 23rd | 1pm to 4:30pm | Capitol Lake Visitor’s Center
The Emergency Solutions Grant Program (ESG) partners will be meeting September 23, 2026, at the Capitol Lake Visitor’s Center in Pierre for their annual meeting. ESG is a federal block grant authorized by subtitle B of the McKinney Vento Homelessness Assistance Act and is funded by the US Department of Housing and Urban Development and is administered by SD Housing for the State of South Dakota. ESG funds provide for emergency shelter and homelessness prevention activities including short-term and medium-term rental assistance and services to stabilize and rapidly re-house individuals and households who are homeless or at risk of becoming homeless. The South Dakota Housing Development Authority (SDH) will hold a public hearing pursuant to Section 147(f) of the Internal Revenue Code of 1986 on Wednesday, July 22, 2026 at 9:00 a.m. CT, at SDH’s Conference Room, 3060 East Elizabeth Street, Pierre, South Dakota, and via Microsoft Teams platform in which participants may join by telephone at 1.469.253.5858; phone conference code: 191 003 51#. Interested persons may also access the public hearing online via the Microsoft Teams link; meeting ID: 237 832 177 016 568; passcode: 8eP3gD2m.
This hearing is for the proposed issuance of multifamily housing bonds in an aggregate principal amount not to exceed $28,000,000 for the purpose of financing the acquisition and rehabilitation of West Park Portfolio, a 231-unit apartment building, providing multifamily housing. The developer will be Evergreen Development Solutions LLC (the “Sponsor”) or an affiliate thereof. West Park Portfolio will be located at (i) 1018 11th Street, Rapid City, South Dakota, (ii) 2201 West 46th Street, Sioux Falls, South Dakota, and (iii) 505 West Main Street, Vermillion, South Dakota.
The proceeds received by SDH from the sale of the bonds, net of cost of issuance and the establishment of reserves, will be loaned to the Sponsor or an affiliate thereof for the acquisition and rehabilitation of the development described above. The bonds will be payable from loan repayments to be made by the owner and other revenues pledged by SDH. Neither SDH nor the State of South Dakota will be liable thereon and the bonds will not be a debt of the state.
All persons interested will be given an opportunity to express their views at the hearing, or may present their views in writing addressed to the undersigned prior to the hearing, which written comments will be considered at the hearing.

Homebuyer Education Class
We offer homebuyer education as a free service to educate the public as well as a requirement to receive a HAPI Grant or Silent Second Mortgage. Aberdeen classes are held twice monthly. Two Tuesday split evenings from 6pm to 9pm; both evenings required. Saturday classes once a month from 10am to 4pm.
By attending this course, you may be eligible to receive closing cost assistance to purchase your home. Homebuyer Education is open to the public, first time & repeat homebuyers and current homebuyers. Pre-purchase homebuyer education will provide information home buying and financial management including:
Personal Money Management - Gain a broader understanding of budgeting and other money management.
Credit History Review - Learn the importance of your credit report and the impact t has on homeownership.
Financing and the Loan Process - Find out how to search and select a home appropriate to your needs.
Now that I'm a Homeowner - Prepare for the responsibilities of homeownership financially and maintenance of your home.
Predatory Lending - A must for all new homeowners! - Learn how to detect fraudulent or deceptive behavior in the mortgage industry.
The education program is currently funded by Homeownership Education Resource Organization (HERO). HERO is sponsored by South Dakota Housing at no cost.

Event Description:
Join South Dakota Housing for the Homeless Consortium for a webinar covering the FY 2026 Continuum of Care competition, including an overview of how CoC funds are allocated, what project types are eligible, and how the local competition and priority listing process works. This year's competition includes significant changes from prior years, including a 30% cap on permanent housing in the Annual Renewal Demand, a smaller Tier 1 guarantee, and increased emphasis on public safety partnerships, mandatory service participation, and substance use treatment. The NOFO is expected to be released on May 29th and will look similiary to the 2nd FY25 NOFO which was released on December 19th. We anticipate SD will be able to apply for an allocation of approximately $4.84 million in funds. New projects, especially for Transitional Housing and Supportive Services (Projects without housing) are needed. This webinar will cover what new applicants need to submit, what renewing applicants need to update, and what the application deadlines look like. Participants will also receive guidance on what HUD is prioritizing in scoring this cycle and what language and program elements are most likely to strengthen a competitive application. All materials will be recorded and posted to housingforthehomeless.org following the session.

Organizations currently funded by CoC or YHDP grants considering renewal, expansion, or consolidation
Non-profits, faith-based organizations, units of government, and housing authorities interested in applying for new CoC or YHDP funding for the first time
Emergency shelter and transitional housing providers whose residents move into CoC-funded RRH or PSH projects and may be affected by funding changes
Domestic violence organizations interested in DV Bonus funding opportunities
Youth-serving organizations considering YHDP applications
Tribal housing authorities and organizations serving reservation communities
City, county, and local government officials interested in understanding the federal homeless funding landscape in South Dakota
Board members and executive leadership of organizations currently receiving or considering CoC funding

Homebuyer Education is free and open to the public.
Complete parts 1 & 2 to receive a SD Housing Homeownership Education Resource Organization (HERO) Certificate of Completion, which may qualify you for closing cost discounts.
