Energize! Conference - Hot Springs
Travel to Hot Springs next spring for the Energize! Conference May 22-23, 2024. The event – hosted by SDSU Extension Community Vitality and Southern Hills Economic Development Corporation – is designed to energize South Dakota’s rural communities by inviting them to network with community leaders from across the state to share success stories, get new ideas and take action to improve their own communities. Participants can choose from several sessions led by a nationally-known keynote speaker and our own South Dakota leaders with success stories from rural areas.

Public Comments Due - HIFP Proposed Rule Changes
The deadline to submit written comments for consideration by the South Dakota Housing Development Authority Board of Commissioners is May 27, 2024 at 12:00 a.m. midnight Central Time. All written and email comments must include the name, hometown/city, and state of the person submitting the comments.
Sustainable Housing Incentive Program (SHIP) Informational Meeting
South Dakota Housing is seeking applicants for the Sustainable Housing Incentive Program. The Sustainable Housing Incentive Program (SHIP) is a grant program approved by the South Dakota Housing Board of Commissioners to provide financial security to landlords and financial assistance to service providers to cover direct expenses related to finding and maintaining housing for the “hard-to-house.”
Funding may be used to pay for reimbursement for unit repair, lost rent, application fees, security deposits, and to pay for arrears to assist households in obtaining permenant housing.
Eligible applicants are non-profits, units of local governments, victim service providers, housing authorities and tribal government agencies. The application deadline is at 5 pm CT on Friday, June 28.
South Dakota Housing will hold informational calls via Teams on Tuesday, May 14 at 10:30 am CT and Tuesday, May 28 at 2:30 pm CT.

LAST DAY TO SUBMIT OPEN ROUND HOF PROJECT APPLICATIONS
South Dakota Housing is inviting developers to submit applications for funding from the Housing Opportunity Fund (HOF) program.
Any for-profit or nonprofit entity, tribal government, housing authority, political subdivision of South Dakota or agency of South Dakota is eligible to apply for funding.
The Housing Opportunity Fund may be used for new construction, rehabilitation, or the purchase and rehabilitation of rental or homeownership housing. Only applications for housing development will be accepted during this open application cycle. Applications for programs will be accepted during the competitive application cycle in August.
The Housing Opportunity Fund program allocation plan and application form can be found on SD Housing’s website at www.sdhousing.org. Please refer to the website for HOF funding limitations. Complete applications will be accepted starting Wednesday, May 1, 2024, and must be received by SD Housing no later than Friday, June 28, at 5:00 p.m. CT.

SDHHC Quarterly Meeting
The South Dakota Housing for the Homeless Consortium will be meeting March 13, 2024, at the AmericInn in Chamberlain for their quarterly meeting. The Consortium was formed to access HUD's Continuum of Care funding, which has provided over $23 million dollars of capital and operating funds to South Dakota since 2000. In addition, the Consortium has also expanded its efforts and knowledge of homelessness in South Dakota by facilitating meetings and events for individuals and organizations and analyzing homelessness information. Coordinated Entry Annual Meeting
The South Dakota Coordinated Entry System partners will be meeting September 18, 2024, at the SDH Board Room in Pierre for their annual meeting. The Coordinated Entry System (CES) connects the homeless or those at risk of becoming homeless with available resources. CES consists of seven physical access points (service providers) and a toll free phone line. The CES process assesses the individual’s needs and connects them to the appropriate services. The purpose of CES is to ensure individuals are receiving appropriate services within a consistent streamlined approach. Emergency Solutions Grant Program Partners Annual Meeting
The Emergency Solutions Grant Program (ESG) partners will be meeting September 18, 2024, at the SDH Board Room in Pierre for their annual meeting. ESG is a federal block grant authorized by subtitle B of the McKinney Vento Homelessness Assistance Act and is funded by the US Department of Housing and Urban Development and is administered by SD Housing for the State of South Dakota. ESG funds provide for emergency shelter and homelessness prevention activities including short-term and medium-term rental assistance and services to stabilize and rapidly re-house individuals and households who are homeless or at risk of becoming homeless. Sustainable Housing Incentive Program (SHIP) Informational Meeting
South Dakota Housing is seeking applicants for the Sustainable Housing Incentive Program. The Sustainable Housing Incentive Program (SHIP) is a grant program approved by the South Dakota Housing Board of Commissioners to provide financial security to landlords and financial assistance to service providers to cover direct expenses related to finding and maintaining housing for the “hard-to-house.”
Funding may be used to pay for reimbursement for unit repair, lost rent, application fees, security deposits, and to pay for arrears to assist households in obtaining permenant housing.
Eligible applicants are non-profits, units of local governments, victim service providers, housing authorities and tribal government agencies. The application deadline is at 5 pm CT on Friday, June 28.
South Dakota Housing will hold informational calls via Teams on Tuesday, May 14 at 10:30 am CT and Tuesday, May 28 at 2:30 pm CT.

To all interested agencies, community boards, groups and persons:
The South Dakota Housing Development Authority (SDH) will hold a public hearing pursuant to Section 147(f) of the Internal Revenue Code of 1986 on Wednesday, April 24, 2024, at 9:00 a.m., at SDH’s Conference Room, 3060 East Elizabeth Street, Pierre, South Dakota, and via Microsoft Teams platform in which participants may join by telephone at 1.469.253.5858; phone conference code: 118 758 538#. Interested persons may also access the public hearing online via the Microsoft Teams link.
This hearing is for the proposed issuance of multifamily housing bonds in an aggregate principal amount not to exceed $41,500,000 for the purpose of financing the new construction of Camden Heights, a 252-unit apartment complex. The owner and operator of the development will be EGC Rapid City LP, a South Dakota limited partnership or an affiliate thereof. Camden Heights will be located at 1725 Camden Drive (Parcel ID 2132126006) Rapid City, South Dakota.
The proceeds received by SDH from the sale of the bonds, net of cost of issuance and the establishment of reserves, will be loaned to the developer for the new construction of the development described above. The bonds will be payable from loan repayments to be made by the owner and other revenues pledged by SDH. Neither SDH nor the State of South Dakota will be liable thereon and the bonds will not be a debt of the state.
All persons interested will be given an opportunity to express their views at the hearing, or may present their views in writing addressed to the undersigned prior to the hearing, which written comments will be considered at the hearing.
Notice is further given to individuals with disabilities that this hearing is being held in a physically accessible place. Please notify SDH 48 hours before the public hearing if you have special needs for which SDH will need to make arrangements.

Make Your Move meets national homebuyer education standards and HUD guidelines. It is the ideal education program to offer first-time buyers, or anyone buying a home who wants a refresher course about the home-buying process. Make Your Move covers topics such as being financially ready to buy a house,getting pre-qualified, types of loans and insurance, building vs. buying a home, closing on your house, learning your responsibilities as a homeowner, and maintaining and repairing your home.
Make Your Move…. A Guide to Home Ownership - Chapters 1-6 includes:
So you want to buy a house. This class covers: Where do you begin, How is your credit payment history, Who is involved in the home-buying process, Finding the right lender, Getting pre-qualified or pre-approved, and Understanding your house payment.
Make Your Move…. A Guide to Home Ownership - Chapters 7-12 includes:
This class covers: What types of loans are available, Shopping for a home, Finalizing your loan, The loan closing, and Owning a home brings joys and responsibilities.

DEADLINE: Public Comments due for the 2023 Consolidated Annual Performance and Evaluation Report (CAPER)
South Dakota Housing, in partnership with the Governor’s Office of Economic Development, is announcing a 15-day public comment period for the 2023 Consolidated Annual Performance and Evaluation Report (CAPER).
The 2023 CAPER documents program performance of the U.S. Department of Housing and Urban Development (HUD) Housing and Community Development Programs. The performance is based on funds received, commitments and accomplishments made on the use of these funds during the 2023 program year, Jan. 1, 2023, to Dec. 31, 2023.
The 15-day comment period will run from March 13, 2024, until March 27, 2024.
Written comments may be sent to SD Housing, attention Amy Eldridge, PO Box 1237, Pierre, SD 57501, by fax (605) 773-5154 or by email to amy@sdhda.org. All comments are due by 5 p.m. CT, March 27, 2024. The 2023 CAPER can be found on SD Housing’s website, sdhousing.org.
