SDH and GOED annually prepare an evaluation document (Consolidated Annual Performance Evaluation Report - CAPER) that outlines how the $12.5 million of Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG), Housing Trust Fund (HTF) and HOME Investment Partnerships (HOME) program funds were utilized. 

Persons interested are encouraged to attend the listening session on February 19, 2026, at 10:30 a.m. Central Time. at SDH, 3060 E. Elizabeth Street, Pierre. The session will also be available via Microsoft Teams.

for 2025 Consolidated Annual Performance Report

February 19, 2026 | 10:30 AM

South Dakota Housing (SDH), in partnership with the Governor’s Office of Economic Development (GOED), will be hosting a listening session on Feb. 19, 2026, at 10:30 a.m. CST, to present and discuss the outcomes of federal Community Planning and Development funds during 2025.

As required by HUD, these results are reported annually, which includes informing the public and inviting comments on the results.

Homebuyer Education Class

We offer homebuyer education as a free service to educate the public as well as a requirement to receive a HAPI Grant or Silent Second Mortgage.  Aberdeen classes are held twice monthly.  Tuesday & Thursday split evenings from 6pm to 9pm; both evenings required.  Saturday classes once a month from 10am to 4pm. 

By attending this course, you may be eligible to receive closing cost assistance to purchase your home.  Homebuyer Education is open to the public, first time & repeat homebuyers and current homebuyers.  Pre-purchase homebuyer education will provide information home buying and financial management including:

  • Personal Money Management - Gain a broader understanding of budgeting and other money management. 

  • Credit History Review - Learn the importance of your credit report and the impact t has on homeownership. 

  • Financing and the Loan Process - Find out how to search and select a home appropriate to your needs.

  • Now that I'm a Homeowner - Prepare for the responsibilities of homeownership financially and maintenance of your home.

  • Predatory Lending - A must for all new homeowners! - Learn how to detect fraudulent or deceptive behavior in the mortgage industry.

The education program is currently funded by Homeownership Education Resource Organization (HERO).  HERO is sponsored by South Dakota Housing at no cost.

Homebuyer Education provides information and resources to purchase and own a home. Topics include personal money management, credit history review, mortgage financing and the loan process, shopping for a home, homeowner responsibilities, and predatory lending awareness. Homebuyer Education is free and open to the public.

Complete parts 1 & 2 to receive a SD Housing Homeownership Education Resource Organization (HERO) Certificate of Completion, which may qualify you for closing cost discounts.
